Low Explosive

Explosive materials that can be caused to deflagrate when confined (for example, black powder, safety fuses, igniters, igniter cords, fuse lighters, and display fireworks defined as low explosives by U.S. Department of Transportation regulations in 49 CFR 173 except for bulk salutes).
